I have to agree here ... Sounds like you don't have enough ram, have a look at "system monitor" when everything slows down, my guess is your using close to 100% memory. With your new build make sure you have at least double, if that's the case. The majority of the applications listed use quite a bit...

Your processor is a dual core that was introduced in the 4th quarter of 2008 with a base frequency of 1.40 GHz (though other specs I've seen say your machine runs at 1.6 GHz .)

You may want to try running a lighter version of Mint, such as MATE or Xfce instead of Cinnamon to see if that helps.

I've seen ways to auto start programs when first booting, but I'm not familiar with a way to have a another program start when starting a separate one, though it seems it could likely be done with a script 🤔

I was also having this problem on Mint 19.1 MATE; Firefox version 67.0.3 until just now (I use Flash to play one single game)

I ended up having to switch over to the flashplugin-installer package to solve it 👍🏾

As others above have pointed out, disabling journaling is unnecessary.
