It's not recommended that you add any Ubuntu packages into LMDE3, since LMDE is directly based upon Debian. Also, you should not be trying to install any PPA's... LMDE3 does have a program - system-config-printer - normally launched as a GUI option. It's probably worth trying to install the package ...

Have you tried creating a directory, say /media/oc/storage that you can mount sda6 on?
It's a bit confusing mounting a vfat filesystem onto a subdirectory of a ext4 filesystem.

If the present setup worked then /home/oc/storage is simultaneously an ext4 and a vfat file system.

I've noticed that Mint gets priority & new Mint's come out every 2 years.

So expect the next Mint some time after April 2020,
and LMDE4 not until about 6 months after that.

What does Stretch version 9.3 (or 9.7) actually mean? Debian is made up of lots of different packages, each with its own version number. Each time Debian decide they have enough updates/fixes to warrant a new number, they increase it by 0.1 I've had LMDE3 for a few months now and I get a few updates...

I think it might be related to icon themes.
I changed from Mint-X-Dark to Mint-X and it appears to be working again.

Very weird.

The speed & snapiness and general feel of a distro with a heavyweight GUI will be influenced by the settings of the windows special effects. Prettiness has a cost. Because Documents, Music, Downloads and so on are just supplied sub-directories, I always delete them. If I want a mount point such as "Data" or Downloads etc I would create my own mount points or partitions. Choose your own file structure (within reason). Both my existing 3.16 kernels were removed on the upgrade and replaced with a 4.9 kernel. So I've only got one.
