OK People I solved the problem and by the way I've run Cinnamon since it first was available in Mint. Now the problem was XFCE DE installs as default XFWM4 + Composting so I change it to Metacity + Composting. I changed it in the Desktop settings. I guess my hardware doesn't like the FWM4. Just disconnect from the Internet. Install Mint19 then reconnect to the Internet, then Get the Updates. For the Codec's Install using the software manager.
When you get the updates you will get the Grub Signed one also. No big deal. It works Just a few extra steps.

after unhooking my modem from the Internet I was able to install Mint 19 Cinnamon. Tonight when getting more updates I see there was one with a signed grub. I have to assume the problem is fixed. Hope that the ISO has been fixed or at least the signed part that is in the ISO has been fixed at Ubuntu...

Harry I think you are probably right since I installed LM19 on a couple of other SSD's a couple of days ago without a problem on the same computer. I guess the Give away was the Signed package in the error message. Glad you caught it. Guess I will not download during the install and use apt-get upda...
