For what it's worth, I see similar symptoms recently with Cinnamon 2.x on my OpenSUSE 12.3 system. I'm pretty sure I never saw this behavior before this week when Cinnamon upgraded from 1.8.x to 2.0.x. In my experience, when it happens, it's always after a system boot.
