Chazb. During the last 2 or 3 days, Canonical seems to have some problems which affect the Canonical Parter repository archive.canonical.com. Sometimes it is available as it should. You are right. Mint Update Manager queries the repos every 2 hours.
On Mint 19.1 the Update Manager level system is still in place.
You have not unwillingly disabled all levels? - [_] Visible [_] Safe to install ?
