I still suspect that the long duration for the userpsace startup might be related to the 2 graphics drivers in use, modeseting for Intel and nvidia-390 for NVidia. Removed the "[Solved]" from the title, because disabling and re-enabling the wifi card after each reboot is a workaround, not a solution.

Hm. As I understand the old NVidia card will not like the new Nvidia driver nvidia-390, used on Mint 19. NVIDIA 390 does not support OP's GT 210 graphics card. This might explain Bob's problems. Indeed. In case nvidia-340 is not supported by kernel series 4.15.0, then every kernel 4.15.0-xx will look "bad" to Bob.
Glad I have switched to nouveau completely. :)

Telling from the Compholio Launchpad PPA webpage, the most recent Ubuntu version, for which a netflix-desktop package is available, is Ubuntu 15.04.
