sudoedit /etc/modprobe.d/blacklist.conf
will work on any Linux Mint release, 19 and earlier.
Caveat: The editor which will be used is nano. So in case nano is not your friend, because you cannot get used to ctrl-commands, well, get used to it nonetheless. :lol:

The whole disk has got only 40 GB.
Therefore I am not clear about how you could create
+ a 20 GB partition for Windows (NTFS)
+ a 20 GB partition for Linux Mint (ext4)
+ another partition for data storage (where precisely?)
