Might help if you clarify whether the problem is with all software or only the browser, and whether "scrolling" problem is with software scroll bars, scroll edges of the laptop track pad, or a mouse wheel. Could be different things, system, hardware or particular programs.

Master PDF is very good. Version 5 and up is trialware, the free version pretty nag-ridden about purchasing. If you can find a .deb for version 4.x free version, it is quite full-function and no upgrade nagging. (For a heavy user, purchasing a license with support may well be worthwhile.)
