I use a wallpaper from DeviantArt. I forget where exactly it is over there though. I made my own theme, and themed the dock myself. I'm running 1.3.1 and right clicking on the desktop brings up the menu with the option to change the background. It is the same settings menu as "appearance" in system settings. so you may want to try looking there.

Neither resetting the applets nor reverting to the default theme fixed it for me. I read a little bit about needing a properly sized swap file, and made one twice the size as the amount of RAM I have, but it didn't fix it either.

I'm having this problem too. When I log out, the time is correct. When I go to time and date settings, the time is correct. But on the panel, the time is incorrect and doesn't change. I got my dock back by going, as root, usr>share>cinnamon>extensions>dock extension>metadata.json file. Where it says "cinnamon version" change it to 1.3 then save and reload cinnamon.
