If you uninstall OpenVPN is your network ok?
If yes and its a problem with openvpn, I would get in

I think you've done about every possible on that Toshiba, if your friend ever upgrades, you could recommend your laptop model as it performs much better. Its not that the kernel doesn't support hardware, but rather that certain manufacturers do not release sufficient details about their hardware, so...

Hard drive speeds are excellent. Are you able to connect an ethernet cable to your router and run the same speed tests? If the speeds are much higher, it will be a wifi issue, if speed tests are the same then this looks like a problem for your ISP. You may be able to get a summary page if you start ...

Do you have an ethernet cable ? If you can turn off wifi, plug ethernet into the router and your laptop and run those same tests again. Looks like you've chosen a good usb dongle.

Make sure your router is 802.11ac compatible otherwise it will default back to 802.11n or whatever
