I did your solutions rather sloppily, jumping back and forth from root:root to jimwg:root several times. The owner is not root: '/usr' ^^ This is from your post. Check who owns it now ls -l and fix it if it is not root with chown . The problem with removing 17 now is since it was installed after 18 it now controls the grub boot and menu. The first thing would be to reinstall grub from 18.
