I think the problem is in the ISO image. Did you check MD5SUM?

If I were u I would choose MATE 64-bit.

Mate is a lighweight distro and more appropriate than Cinnamon to this hardware.

Install it (via Synaptic or Software manager) and check it out.

We need more info about ur hardware.

Open "terminal" and type:
sudo lshw

PS: Have u already tried hdmi or dvi cables instead of a vga one?
