The current version of Linux Mint is based on Ubuntu 22.04 so there seems little point asking about Ubuntu 24.04 in a Mint forum

I have a gtk.css file in .config/gtk-3.0/ that is used to create coloured window title bars, larger window buttons, and larger coloured scrollbars. All working fine.

I can't say why your code no longer works, sorry.

Those "indicators" are applets that can be enabled in the panel(s). What are you trying to achieve?

It's on my 21.1 machine's software manager but it says it's for XFCE. k3b and Brasero are two others you might want to look at. xfburn is in Software Manager on my LM21.3 Cinnamon machine.

Can you try to find and install it from Menu/Administration/Synaptic Package Manager

You don't need to extend the window. You can scroll down. The bad trend of scrollbar auto-hiding is another matter. But one can always disable that in Cinnamon.
