I have observed the same on my side. I solved the issue by blocking hangout and a few other google app. Also I do not update the Gmail app as this leads to battery drain.

For sure not. Ubuntu, the base, will only be released in April. How could Mint be released at the same time?
It will come when it will be ready. Around June or July, I guess, based on the past.

In the applet settings, you have a place where you can define the style you want to use. It uses a standard notation.
You may want to play a little bit with it, but this should give you a good starting point: %A %e %B, %H:%M

Unfortunately, Linux is not the root cause of your issues. Your country is blocking most of the VPN and most of the proxies. This is not easy to avoid.
