Play with the settings in composite plugin and Open GL until you get somthing that works. I had the same issue in Mint XFC...

Your issue is the compositor. Which one are you using? An xrender based compositor can do that on AMD cards. You need to switch to an Open GL compositor.

Personally I would use the 5.0 kernel. It has reached the end-of-life but so will the 5.3 kernel in a few months. On my two main PCs using Linux, if everything is working correctly, I never update the kernel or graphics driver until a newer version of Mint is installed. well the thing i was afraid ...
