I guess you are attempting to describe a panel at the top using the standard XFCE panel, and a panel at the bottom with your chosen items. Is this what you mean by gnome2 style two panel? Ohh.. when i use compiz the tearing is gone but it comes @ random times but its minimal can use with compiz Tx That's fine. Use compiz. Make sur the OpenGL plugin is actiavted. Play with the settings in composite plugin and Open GL until you get somthing that works. I had the same issue in Mint XFC...

Your issue is the compositor. Which one are you using? An xrender based compositor can do that on AMD cards. You need to switch to an Open GL compositor.
Is there any compositor besides compiz.

Personally I would use the 5.0 kernel. It has reached the end-of-life but so will the 5.3 kernel in a few months. On my two main PCs using Linux, if everything is working correctly, I never update the kernel or graphics driver until a newer version of Mint is installed. well the thing i was afraid ...

Have the same problem here. With amd ryzen 3. Tried ubuntumate cant even go to live image so much pixelation there

Im using mate 19.3 now with stock kernel. Installed kernel 5.6. so much pixelation with that one.

No solution yet for me

If you are using Cinnamon, go to System Settings > General , and turn ON Disable compositing for full-screen windows .
