This isn't comprehensive answer to your question but if you mouse for scrolling in Firefox/Chrome you can adjust the it using add-ons like Yet Another Smooth Scrolling for Firefox.

There's another menu in KDE, you can try it with Add widgets -> Application launcher (QML).

Some may prefer launchpad-style launcher over menu-style. If so there's also launchers called Takeoff and Homerun:

Depends what qualities do you think make a good desktop. If you for example prefer lot's of customization, features and eye candy you can't go wrong with KDE.

Being bloated is relative and somewhat subjective. I found KDE fast and snappy even with my about 5 year old computer. Much more than for example freshly installed Win7. Interesting fact that when asked favourite DE even thought there were 10 to choose from the most common answer by was "other". Would be interesting to see what those people chose. Edit: Most of those probably chose Gnome2.

Maybe worth trying Kde? Dunno if it's the desktop but I have Mint 13 kde Ati 4550 hd with core2duo 2.8 ghz and typically about 5% cpu load when idle. Using ati's propriety drivers. Videos do have tearing if "Tear free desktop" is turned off but no problems when turned on.

I was getting very suspicious that my update to Kde 4.9 was the issue. Seems they have dropped those packages with new version and couldn't find instructions how to install them. I decided to install whole Mint 13 again with standard version of Kde (4.8.4). This time Skype installed without problems...
