Well I feel like an idiot! I finally narrowed it down to what the problem was. My ethernet cable was giving out! All I did was switch it out with a new one and BAM! We're surfing and downloading at 100+ Mbps again. Who would have thought it was really that simple!

I even tried a Live CD/USB of Ubuntu 16.04.1 and Mint 18. My internet connection was the same as it is right now (around 7-8 MBps; my speed should be at 100+ MBps). All the other computers (Windows 7) on my network connect to the internet at the advertised speed. I'm about ready to throw my computer...

I reinstalled Mint 17.1 (Cinnamon instead of MATE), downloaded the updates, upgraded to 17.3 and installed the Realtek 8111/8168/8411 driver (r8168-dkms). All the command outputs look fine . There doesnt seem to be any OS or driver related problems, there are no errors on your network card. Has something come loose while you fixed your hardware? As simple thing ,please try changing as many things like possible like Lan cable, portvon the router, lan port on the computer etc. If witelrss is configured , please try that. This happens, because you have the panel edit mode still activated. For moving the icons inside of the quick launch area panel edit mode is not needed. [SOLVED] Opened programs display in the middle of the panel

I've been using Linux Mint 13 since fall of 2012 and decided to upgrade to the Cinnamon version of Rebecca (17.1) last night. Everything works flawlessly ... except for one thing: any programs that I have open are displayed right smack in the center of the bottom panel. How do I go about fixing this...

As much as I would like to go the Virtualbox route, I'd prefer the dual boot setup. But thank you for your input. If you have any other suggestions please let me know. I really appreciate it.
