The easiest way could be to remove your Mint HDD and let Windows format end install it self on the second drive.
Maybe, you will have to set the boot sequence in BIOS (should be automatic).

Then add your drive for Linux and reinstall Mint. You should get dual boot menu on startup.

Easy way is to remove the whole .kde directory. You will loose your settings and revert to default, but kde should start.
  • Boot to console (recovery)
  • login
  • Remove ".kde" directory

    rm -r ~/.kde

Do you want to rescue data from encrypted disk?
If you just want to repartition and reinstall, then you don't have to care about old encryption.

Can you read some date from the drive or read the drive with some partition editor (parted, gparted, ....)? I tested it 1 year ago on AMD Athlon X4 5350 - AMD Radeon HD 8400 with AMDGPU PRO Ver. 16.20 (not sure, or maybe 15.xxx), but mesa worked better. Nowadays everything is better for AMD GPU. I remember I was able to run AMDGPU PRO driver on some older APU. But it was some older Version, when new version came out, it didn't work anymore (I'll try to found more information, when I'll be home). But, I got better results with mesa and recent kernel.
