If possible, Swap the internal hard drive to the external box and put the ssd in the computer. See if you still have difficulty booting. The objective is to see if your external box is indeed the issue.

What I would do: First rule out the SSD having some issue: Remove the SSD and just put in some spinner drive in it. Install 18.3 and test again. See if your problem is gone. What I really miss about linux

When linux was just starting out there were all these commercials about it and you could watch them all on places like Utube. Now you never really see any new ones anymore. I miss them. Some where really quite entertaining.

We need more linux advertising videos.

I get a terminal when I hit <control> <alt> <T> and Im running Mint Mate 18.3

I never use it though. I just click on menu/terminal or on my desktop.

I will add, as a hobbyist and nothing more, that if you company just upgraded from XP long after it went out of support then that does not seem prudent either - cheap maybe . . . Well, It certainly does not show up on the USB bus. Incidently, The output of 'dmeg' is your boot up information. Thats where it is going thru and discovering all your devices and setting up memory and other fun stuff. Not too helpful in a case like this unless you run this command: dmesg |grep usb ...
