You still have to configure the keyboard layout in xorg.conf; fbxkb just gives you a systray icon to show you which layout you are currently using, and to toggle through the layouts you set in xorg.conf by clicking on the icon. You don't need fbxkb to switch layouts, of course; you can still do that...

There's fbxkb — it puts a little icon in your systray that you can click on to switch layouts, or you can set up a keybinding to switch layouts as well. You have to configure the X server to load the desired keyboard layouts, though, it doesn't have a GUI setup tool.

There's another similar one which I just discovered thanks to the DistroWatch Weekly newsletter, called Puredyne. Comes in both CD and DVD sizes, and uses XFCE! :D

I loaded it into a virtual box last night, but I haven't had time to really look at it yet.

It already does exist, in a way: you can do a minimal, CLI-only install of Ubuntu from any of the non-live ("alternate") installer CDs, following which you would add whatever specific packages, DE, etc. you want via apt-get. If there are Mint-specific packages you're after, add the Mint repositories...

Try PCLOS. It is very stable and very simple. I used it for a year with no issues at all and loved it. It has always been KDE 3.5 which I like a lot, but now they are making the transition to KDE 4 which I absolutely despise. Therefore I'm now Mint user and gnome is treating me fine. I love Mint!!!...

Wow, man, that's nice. What icon set are you using in ADeskBar, or is it a mixture? I need to experiment with ADeskBar. I've never used it, but ADcomp has done some great work with it. I really like how you've got it & TInt2 maching there. Very slick. :D
