You installed Mint 16 with 64 bit and it detected a GPT formatted disc (instead of MBR) and did what it is supposed to do, which is install using an EFI. That's part of Kickoff, the KDE menu. Somebody correct me if I'm wrong, but I think you can't use Kickoff outside of KDE. I don't have a "new panel" option anywhere. I'm guessing that you are refering to when you right click on an item in the menu and it gives you the "add to panel" option.
