No, it's actually more complicated than that. That is where the js code is started. Cinnamon is actually started by cinnamon-session which starts all the needed pieces. It does work BUT... 'panels-autohide' seems to be the wrong method. Let me explain... The normal mode for Panel is to float over the open windows.
