That is a wonderment. I am at a loss on why wifi is turned off during the booting process. Maybe something in /var/log/boot.log might say something. Weird. :?:

Turned on the switch and my USB works again
You showed rfkill list after turning on the switch. Just out of curiosity. What does

Not sure if my post will help or not. When I had a internal wifi pci card heating up and dropping out due to my own tweaking the kernel line in grub for some other sd card mounting problem. I used a external wifi usb also, to trouble shoot the issue. I turned of internal wireless in bios though firs...

Sorry I can't help. The only thing I run with Debian testing and Sid repos is Fluxbox and Icewm. Not Mate.
