Well, it wasn’t Opera. It turned out to be a couple of issues all but one easily resolved. First, updating the repositories should only be done in Software Sources. Thanks Magnus7. That is important to know since I use the US International keyboard with dead keys already. I will have to experiment to see if there is any added advantage to activating the third and fourth levels with this keyboard, or with the default English keyboard.
