Answer his question then, and not spend your time criticising the language. I, at least, do not profess to be an expert in all things Linux, I just suggested what MY PROCESS would be, and, I might add, it has worked well for me in the past.

A good *simple* database program to easily maintain and analyze data. sqlitebrowser ? Doesn't recognize dbf files or even LibreOffice files. Are you talking dBase files here. I use them until they are no longer useful. i.e. so far behind the times it's like extracting gold from seawater. Or, they break! There are only three rules to computing of any variety, Backup, Backup, Backup!

Unfortunately you'll get a myriad of opinions. Mine is, look out for the auctions where they sell off old govt computers. I've always done well there. I bring one home and install Mint on it, no probs for another few years.

Drag and drop. I open Nemo, or any other file manager and copy my critical files to another drive or more on my home network. If my home gets burnt down, I might be in the pooh, but, there is precious little in my life that I cannot live without or cannot replace.
