when a new user is created by me on my os, this new user has no access to internet by default.
did you try to connect to internet when you are logged-in as this new second user?

in my /usr/share/sounds/LinuxMint/stereo/ directory i have 13 sound effects as .wav and .ogg files listed.
i have enabled the desktop-login.ogg by adding it in startup application applet.
how can i enable the rest of the sound effects? all of them.

when you are starting your linux-home-pc from the power-button it should be off-line.
after the os is downloaded into the ram you are putting the ethernet-cable in to the ethernet-lan-socket, starting the web-browser and so on.
