the date-format remains unchanged. It should work (try logging out and back in). Theoretically you could also modify the translation files for mate-panel and your locale to change the translation string used for the date/time display. the date-format remains unchanged after os reboot. strange - the...

what exactly you mean under 'system locale'? I should have said user locale, although usually it's the same as the system locale. Most specifically the LC_TIME setting. Although seeing what you're looking for: if so which language and what time-zone should the user choose to have the following date...
