Shutdown does not complete

The shutdown and reboot commands in bash end with the same "system halted" message. The system power is not turned off for the shutdown command. Where can I find the implementation of the system-shutdown script from the file /usr/share/cinnamon/applets/menu@cinnamon.org/applet.js? This is necessary to change it. I couldn't find him anywhere.
