It took me 3 tries to get the live usb to get to a desktop, but I've been sampling it for a couple hours now and man is KDE pretty. I may switch over from Cinnamon once the stable version releases.

I actually tried the Cobi Analog Clock Desklet on my computer for a night. It crashed cinnamon about every 30 seconds until I uninstalled it... Kind of a shame because it looked really nice... I found a solution to the OP's issue. I stopped the TTY login screen at shutdown by adding the option "vt.handoff=7" after "quiet splash" in my boot loader's config. No more tty login at shutdown although plymouth is still buggy.

I also have this issue. I'm using the NVidia 361.42 driver. I was also using the NVidia 361 driver on 17.3 without this issue. On 18, the splash works perfectly on startup, but on shutdown it goes to tty1 login for about 5 seconds then to the splash screen for maybe 1 second before powering off.

I have a CoolerMaster Devastator 2 wired keyboard and mouse. They work great. The only thing is I had to make a script to turn the led backlighting for the keyboard on/off and add it as a custom shortcut to the ScrLk key to make it toggle the way it it's supposed to.

I restored the original xpad driver. The problem is that it registers my dpad and triggers as axes and the analog sticks are way too sensitive.
