You did not specify which desktop environment (Cinnamon, Mate, etc.) you are using.
For Cinnamon try Preferences -> System Settings -> Hardware -> Display.

I am no expert but I think you need to remove "sudo" from your command.
Whatever executes rc.local cannot interact with you to get the password and is not required as I think rc.local
is executed as root during boot.

I have the same issue with 18.1, Cinnamon. I loose desktop icons on the second monitor, only after a reboot.
Toggling "Show desktop icons on all monitors" in desktop preferences always seems to restore them.

I like your /etc/rc.local fix. Simple and works, but my fresh install of Mint 18 does not have a /etc/pm/power.d/disable_wol.
Is that file actually needed in a case where you are trying to insure wol is always enabled?
