Are you connected to the net during the install? If so, remove the network cable and try to install Mint again without connection

Yes you did use sudo my bad - Is the modem 3G or 4G? makes a difference in the number calling #777 is usually 3G and *9***3# for 4G so you might need to change the number

now need output of sudo xed /etc/wvdial.conf it should open in a text file need to see what the dialer defaults are to see if any adjustments are required wvdial.conf is completely non-interactive. You may still need to edit /etc/wvdial.conf to specify the phone number ( #777 - I think in your case)...

Are you updating during install? If so try installing with your network off after install then try updating - I have an I5 dual core on my Dell works just fine, but I always install first then update, but that's just me - do not know if that will make a difference or not but might be worth a try.
