On my external drives plugged in via USB I use the USB Stick Formatter that comes with Mint and format them to FAT32 or EXT4 once formatted just doulbe click the drive to mount. If you want to use the drives for a Windows machine as well I would use the FAT32

Most of the time this is caused by driver issues have you ran the Driver Manager yet to see if there is upgrades

might want to take a look ate Video4Linux you can get this in the Synaptic Package Manager do a search for v4l there are at least 3 I can think of that might be helpful

v4l-utils
v4l-conf

nVidia Drivers I think

open your terminal and copy and paste the following

sudo add-apt-repository ppa:graphics-drivers/ppa

then push enter

sudo apt update

then push enter

Close terminal then open Driver Manager and install latest nVidia drivers then reboot

SC2K_SE_WIN is the ISO for SimCity 2000 game - according to line 3 of the photo - it is for Windowz - if it is in fact that you will need WINE installed since this is for Windowz
