Sometimes that also happens when apt-get goes out and checks for updates at the same time you are manually try to update your system - apt-get will lock those files while it is using them so you cannot access them, give it a few minutes and see if it goes away on it's own.

To fix broken Packages try the following

sudo dpkg --configure -a

I use Canon Printers myself I have a TS3120 and an old Pixima MP250 both have good Linux support - so I believe Canon and HP and some Epson have the best support - but my advice is when you go buy just make sure you can get Linux drivers first

The simple answer is no you cannot as far as I know
What I do is after installation and upgrading it - I use a program called Pinguy Builder to create a new ISO with the latest and greatest stuff.
