The GUI way Click on Menu, choose Time and Date (under the Administration Section) and then click on Unlock. Enter your password and then click on the location, which should bring up a map. In that case the only other idea I have is that you're using a keyboard with an Fn-key and Fn-lock is active and thus translates your F3 press to Fn-F3.
