Also make sure you start Steam with the STEAM_FRAME_FORCE_CLOSE=1 environment variable. Maybe you modified your launcher and removed that. Disclaimer: I don't know how the flatpak version handles things, in case you're using that.

It's true, backports does not exist for arm64 (I wasn't aware, either). Just to let you know, I installed gm10's Linux Mint Tools in Xubuntu 19.10. So far it's working fine! If this was a problem with the default Linux Mint install nobody would be able to install any updates, so I doubt that's the case. Maybe you had a corrupt download.

After loading and updating the ppa none of those packages in ppa including mintupdate are available. Actually only mintupdate was the problem, there was a build failure that I had not noticed. That seemed to work. In the terminal it suggested I use sudo apt autoremove or something which I did and it removed all the old kernels (5 gigs worth!). I'm afraid that didn't work. It upgraded to the 5.3.0-26 kernel, but update manager is still showing the 4 series kernel. It may take a couple of reboots? Thanks all the same. Run Disk Usage Analyzer to find out what's using your disk space. It's not certainly not /proc, for that does not even exist on your drive (hence "virtual", which you did not really understand).
