Just do a clean install, erasing the disk first. When Win asks for a key just put I don't have a key. Once installed, and connected to the internet, it should activate. I've done it many times with Win 10.

You removed the internal HDD with the OS and it would boot live? If so, the HDD my be faulty in a serious way. Have another HDD to try on the same internal connectors. If not see if you can connect to a different SATA port on your motherboard.

Try booting to a live session using the media you used to install Mint. If that works, you can rule out most hardware issues except the hard drive. As an alternative, you can run scrub during a live session. Mount the desired partition with Disks and note the mounted path below the Disks layout window. If you are afraid to run scrub for errors, I suppose you'll have to find another possible solution. You should uninstall what you have 1st. Also go the your home and enable seeing hidden files with ctrl+h and search hplip. Delete all instances. Then try the installation.

Edit: Can you connect it with a USB printer cable to your PC and see if the scanner works?

All I see is the DHCP is on. Neither of those IP addresses match your printer's network printout, at least it's not what you entered in the install in your first post. I really don't know. You could try uninstalling the printer by the commands I gave and doing it again with this ip address: 192.168....

I like Btrfs a lot. Right now, I'm using it for root and Ext4 for home. I've used it for years in many configurations.
