A bit more info may help.
What do you mean by won't boot? Do you get into grab at all, a terminal prompt perhaps? Or just a black screen? Is the bios boot priority correct?
Do you still have the install medium?

Sorry, by grub prompt, I thought you meant grub's log in screen.
So the people that can help you will probably want to know, which installation option you used, if you used "other" exactly what did you do.

They'll probably also ask if you verified the download.

I'm not sure what you are saying here, you don't normally get a grub prompt until you do the install.
So have you installed, but can't boot? Or something else?

It means you can do a fresh installation and retain the same home directory, not advisable if there's too much difference between old and new. But if you delete all the hidden files first, except firefox, thunderbird and mozilla, there shouldn't be too many problems.

I'm running mate and had the same thing happen. I can't find anything about applets. But "resetting" the panel, then adding my custom launchers back fixed the problem here

Something definitely strange, if you are indeed using 19.3, it doesn't create swap partitions, it uses a swap file instead. So having two swap partitions is way weird.

Solved my, duplicate icons in panel, by hitting the restore button, then re-populating it with my preferred launchers.

Gittiest, I'm sure windows has been shut down for months, if it was hibernating, wouldn't it wake up on power on, instead of the grub menu I get every time. I also swapped to 19.3 yesterday on both laptop and PC. Change over was fast and effortless, but I have a similar problem on both.
