Use Mint 18.3 Sylvia on a deskop PC and on a Laptop. It is very stable and never gets stuck. I executed your instructions:
sudo chown me /media/me/Backup
and this solved problem on "Backup" partition.
After :
sudo chown me /media/me/Dati

@altair Edit: Yes, on both computers the partitions were in FAT32 - after I noticed the problem on the notebook I deleted and recreated the partition using Ext4 (but the problem remained) On the desktop PC the "Data" partition is still FAT32 but I can copy and create files without any prob...

I solved this by:
I removed VLC from the application manager.
Then I always reinstalled it from the application manager but choosing VLC (Flathub) instead of VLC.
By doing this, version 3.0.7.1 Vetinari is installed.
It seems to work well.

How much difference between XFCE and Cinnamon?
In the past I did some tests between Mate and XFCE but with Cannella never.
