Mint 17 is an LTS release,supported until April 2019
Mint 17.1 is very much an optional upgrade - if you are happy with your Mint 17 you are free to stick with it

I've got get_iplayer 2.9 on Mint 17
It came via a ppa

I just tried it in Mint 17 64bit Cinnamon and it worked for me.
The other method is Menu>Internet>Hexchat (or Xchat in older versions)
