I see you didn't mention the specific model of HVR card. But the chipset does seem to be supported under Linux (or mostly). Looks like regular NTSC video (aka analog cable) is not working properly.

You probably have to set the input of the card itself. I have a Hauppage PVR150 and had to do this to enable capturing through VLC. See if this link helps...

Have you tried using TightVNC instead? There is a server package available in the Ubuntu universe repository if it doesn't show up in the Mint Package manager already.
