Turns out that this bug is affecting a number of people and has already been reported:

If anybody has installed Mint 12 RC with encrypted home folder successfully, please post a reply with some information about your configuration.

I have spent a lot of time trying various installation options and found out that the problem is with "Encrypt my home folder". For both Ubuntu and Mint main-editions ... a 'fresh' install is always recommended over a system upgrade. An upgrade, of the system, from one version to the next newer version is possible but not recommended. To do a cross-system-upgrade from one LTS to the next LTS ... is definitely not recommende...
