If you launch GNOME Tweak Tool (aka. Advanced Settings), you can disable the extension by going to the Shell Extensions section and flipping the switch next to "Media Player Extension" to Off. This will solve the problem for you.

Try disabling the MGSE Media Player extension and see if it stops the freezes. It's not the media players themselves, Banshee and Rhythmbox do not cause the Shell to freeze up on their own. It's specifically the MGSE media player extension that Linux Mint ships with. Hm. I suppose in that situation I'd probably just try all of the options available under zoom mode until maybe one of them fixed the problem. If that doesn't work, I'm not sure what would.

Check to see if perhaps the your TV has overscan enabled, and, if so, disable it. I'm not sure exactly how you'll have to do that, but I know some TVs have an overscan feature that does exactly what you're describing, and disabling it restores the full desktop resolution.
