I've found that even though I have administrator privileges set on my user profile, often a popup will appear stating that a task or operation is not allowed. I must then invoke those administrator privileges ... often as easily as from the "as administrator" line on the right click menu. ...

Right click in the desktop and create a launcher to execute "gnome-panel".
