Hi, quietmind.

After forcing Mint to install older KDE packages from the Ubuntu repos, it would be necessary to lock them completely so they will be ignored by Update Manager thus preventing it from updating them. Held packages, however, may or may not lead to complications in the future.

You renamed the directory to /app, which is a sub-directory of the root directory /
Or if the directory /app already existed, then the command moved export_layers into the directory /app
sudo mv export_layers/ /app

What you really wanted to do, however, was this:
sudo mv export_layers/ app/
