You've two options: Timeshift and Back in Time. Timeshift is already part of Mint 18.3, so I'd try that first (I've used it extensively for years)

I might have misinterpreted your post, but it sounds more like harassment than anything to do with Linux - you need to either confront your neighbours or contact the Police.

It's one of those times when it's easier and quicker to type in the Terminal than navigate a GUI. sudo usermod -a -G vboxusers $USER will add you to the vboxusers group

Grub Customizer backs up the original config files when it's installed... have a look in /etc/grub.d/backup/ - especially have a read of RESTORE-INSTRUCTIONS there
