Have you tried setting the address dynamically (DHCP) from network-manager?
I usually use a static IP also, but just as a test try DHCP.

Could it be DNS?

in the output you will see the actual ip address being pinged

I use Audacity. It takes of bit of trial and error configuring, but it's all done through the gtk interface.
I also use the pavucontrol app to help me get configurations right.
