Since this occurs on Win10 and Linux Mint, look at the bios/uefi settings for any POWER MANAGEMENT features and disable them.
It might be a setting that makes these NUC's "ultra green" regardless of the OS it is running

You could also use SYSTEM MONITOR, TOP and DMESG to see if they give a clue as to something running hard or spitting out errors
