That's because Winbooze 10 isn't really shut down. There was a way to enable complete shut down but I don't remember what it was. But by default Winbooze 10 doesn't really turn itself down.

it depends on what you're using the beta for and how. I'm a relatively new user too but I just installed the beta and despite the few bugs I discovered since yesterday, it still works a lot better than 18.3.
