They are paths inside the dconf database. They're not paths on your filesystem.

You can use MPRIS D-Bus interface for this; https://specifications.freedesktop.org/mpris-spec/latest/. 450 RPM is low I think, at least for the 14cm fans I use. It's about 1/3 of max speed of these silent fans.

You're on a laptop I guess? On my desktop with a YT 1080p video running my CPU Tctl is 40°C (20°C above ambient) and the fan runs at 450 RPM. My GPU edge is 35°C and the fans run at 0 RPM.
Acceptable noise from fans is none. If I can hear the fans from 1m away it's a crap build.

You could after the sleep 60 line put [[ $(xdotool get_desktop) = "3" ]] || exit ; that makes the script exit if it's not on workspace 4, before going into another loop to change the picture again. But if you want to change the wallpaper back to what it was on workspace 1 when you go there...
