I made the classic mistake of buying a cheap POS on ebay. Works in Windows, but not in Mint. I did some more searching and have a Logitech C270 coming. This one has had some good reviews here on the forums. If it works when it gets here, I'll mark the topic solved.

So it looks like the device is there. It actually shows up in the Computer icon as Samsung Android, but no files appear.

I believe it changes power management to off in /etc/NetworkManager/conf.d/default-wifi-powersave-on.conf.
Changing the number 3 to 2 will make sure powermanagement is off after a reboot.
