I am not sure, if I understand correctly, so with my words:

Say, you have 4 computer, 2 have WiFi, 2 cable LAN, but all 4 are connected to the same router. Do you say, that computer 1 & 2 do not see 3 & 4 (and vice versa)?

Install the dconf-editor.
Navigate there to /org/cinnamon/desktop/keybindings/media-keys/volume-up and revert there to the default value. You need to close the keyboard settings and reopen them to see the change.

Updates don't take long I disagree. There are users, who use their computer only after a great timely distance and in such a case there can of course a number of updates happen. Alone Firefox has about 60 MB, Flatpaks can even be bigger than that. And not everybody has the luck of a quick Internet ...

For the next time: The quickest method to analyze would had been to create a new user account. It would in your case at once had shown, that the culprit is something main account specific.
